The Manager – IT Governance & Controls is responsible for leading the governance, assurance, control oversight, and regulatory compliance functions of the IT Security & Governance department. The role ensures the Bank maintains an effective and measurable cybersecurity governance framework aligned to business growth, digital transformation, regulatory obligations, and enterprise risk appetite. The role acts as the Bank’s focal point for cybersecurity governance, policy management, integrated assurance, control maturity, security architecture governance, and technology risk oversight across internal systems, digital platforms, third-party ecosystems, and strategic technology initiatives.

Key Duties and Responsibilities:

• Develop, implement, and continuously improve the Bank’s cybersecurity governance framework, ensuring alignment with business strategy, regulatory obligations, and enterprise risk appetite.
• Own and manage the lifecycle of cybersecurity policies, standards, baselines, procedures, and control frameworks, ensuring they remain current and aligned to industry’s best practices.
• Ensure alignment and compliance with applicable regulatory and security frameworks, including ISO/IEC 27001:2022, PCI DSS v4.0, Bank of Uganda Cyber & Technology Risk Guidelines, Data Protection and Privacy laws, SWIFT CSP, NIST Cybersecurity Framework, and other relevant standards.
• Lead the planning, coordination, and management of cybersecurity audits, regulatory inspections, certifications, and assurance reviews, including internal audits, external audits, and supervisory examinations.
• Coordinate evidence collection, control validation, remediation tracking, and closure of audit findings, ensuring timely resolution and reduction of repeat f indings.

The role is charged with leading and overseeing the Bank’s Accounts Payable and Tax functions by ensuring efficient payment processing, statutory and tax compliance, and effective implementation of tax obligations in line with the laws of Uganda and applicable international tax conventions, while safeguarding financial integrity and operational effectiveness.

KEY RESPONSIBILITIES / KEY DELIVERABLES

Accounts Payable

• Manage the Accounts Payable function to ensure timely, accurate, and properly authorized processing of payments, staff claims, cash advances, journals, accruals, and prepayments in line with Bank policies and procedures.
• Maintain strong financial controls and compliance by ensuring proper documentation, vendor reconciliations, audit trail reviews, prevention and recovery of duplicate payments, and adherence to applicable Ugandan tax laws and Double Taxation Agreements.
• Support financial reporting and cost management through monitoring expenditure against approved budgets and preparing timely, accurate cost center and business process reports for Management.
• Design standard optimal accounts payable processes across the Pearl Bank Uganda (PBU) network.

Cost Analysis & Cost Control

• Lead cost analysis and monitoring by assessing departmental and operational costs, tracking actual expenditure against budgets, and investigating variances to enhance financial performance.
• Drive cost optimization initiatives through identification of cost drivers, evaluation of supplier pricing and procurement efficiencies, and recommending strategies for cost reduction and operational effectiveness.
• Support strategic financial planning and decision-making by developing cost models for budgeting and forecasting, preparing actionable cost reports and dashboards, and collaborating with stakeholders to align cost management strategies.

The purpose of this role is to provide strategic leadership and oversight of the Bank’s enterprise-wide risk management framework by identifying, assessing, monitoring, and mitigating risks that may impact achievement of the Bank’s strategic objectives in line with internal and regulatory requirements.

The Chief Risk Officer serves as an independent second line of defence and acts as a strategic advisor to Executive Management and the Board on all risk matters affecting the Bank.
